During the big Sandy storm, analog radio provided the most reliable means of wireless communication. DTV might have been nice in some places (those without LED lighting, if you've been following Charlie Rhodes), but not where outdoor antennas were blown off and short-battery-life portables had nowhere to be charged.

So now you would like to move the last reliable form of emergency mass communications exclusively to a more-power-consumptive, digital-cliff-suffering form?
