You are partly correct Bert.

Protection of the existing broadcast franchise was most certainly the 
major purpose of the ACATs process. But HDTV was also important to 
CBS and Flaherty, as it was a useful bypass technology, with the 
potential to keep CBS from shipping buckets of money to the companies 
producing much of the CBS prime time lineup...on film. With 
electronic acquisition in HD, CBS would be able to produce dramas and 
sitcoms in-house, without having to deal with the cinematographers 
and other Hollywood craft unions.

One need only look at the CBS studio complex in Hollywood to see that 
CBS was able to realize the fulfillment of this vision.

Just another part of the master plan...
