[opendtv] HD Data Rate on Cox, Las Vegas

According to John Fountain, VP of Technology for Cox Communications in Las
Vegas, all HD signals on the cable system are MPEG-2 at 19.8 Mb/s but they
are looking to MPEG-4 at 7 Mb/s in the future.
