For years Bert has been advancing the notion that cheap ATSC tuners must be "right around the corner," even as stand alone ATSC receiver prices have failed to fall much below the $200 threshold.
It looks like we've turned the corner. I was in Walmart Friday and looked at the cheap TVs. Lo and behold Bert's prophesy has come true. There on the shelf was a 14" CRT-based RCA TV with an integrated ATSC tuner for $119. On the website you can even buy a 13" Durabrand integrated receive for $94.96.

Searching for an ATSC STB on the WalMart site is another matter - can't find one at any price.
With TV prices this low, I'll revise my estimate on sales of the NTIA subsidized STBs. I'll be surprised if they sell more that 2-3 million...
