The Media can create Hyper-Local with extreme ease; but getting people to participate is another thing. I worked with an organization that was able to create local portals for every chapter of a national service organization - over 8,000 web portals. They developed the ability for local chapters to add any thing they wanted to the portal. Others could copy and paste to their portals with ease. Higher up the organization - they could redistribute information from below to their entire area. A beautiful system that should have been activie - if you believe the sales pitch. Only problem - the local chapters already either had their own web portal/site or just weren't that interested. Out of over 8,000 web portals, less than 200 were used in any form and less than 20 had any daily use.
