I generally support you on the idea that lower resolution looks better on a sufficient but limited bit budget.
But you frankly cannot make 320x240 look good sitting close to a large 1080p screen no matter what you do. It will just be obviously too soft, even if it was uncompressed 16 bit 4:4:4.
