And they don't have an economic reason for existing with 8-VSB and the
current terminal OTA scenario IMO. They MIGHT have a political reason
for existing to keep Congress from noticing just how bankrupt OTA DTV
is. Current channels 2-51 have a legal reason for staying on the air,
must carry.

After the transition there will be no economic reason to keep any
current broadcaster on the air on channels below 51. Translators will
be just the extreme example.

Almost any use of this spectrum will be more beneficial to the public
than what it will be used for by broadcasters the way it looks.
