There is no comparison in the populations density of Massachusettes and Wales. Translator sites are needed in the U.S. for small population pockets that are not served by the full power stations because of:

Distance
Terrain Blockage
Environmental factors


You can't compare parts of a country that are similar to New England states, in size and population, with what we term as "remote places" in the US.

Nor can you compare the government commitments to provide TV coverage. The simple act is that the most effective way to cover Wales was with translators. Trying to compare htis to New England is ludicrous at best...
