Program diversity IS NOT being constrained by the availability of broadcast channels to deliver desirable content.

It is being constrained by the content oligopoly, which chooses to control access to popular programming so as to maximize profits. The primary infrastructure used for this task today is the MVPD outlets, which willingly collect subscriber fees for the media conglomerates (and now for FOTA programming as well).

If you need additional proof, simply look to the UK, where 84 MHz of spectrum is allocated to TV broadcasting, yet the public receives more than 40 channels of FREE TV content that is competitive with MVPD services.

And if your arguments are correct that the telcos do not have a spectrum shortage, because they can keep using ever shrinking "cells," one could make the same argument for broadcasters. You could put a tiny transmitter in every home and deliver virtually unlimited content via a wired broadband backbone.

Just substitute DVB-T for WiFi and use IP multicasts to feed the transmitters.
