Unless I'm misreading this, my 0.5 mW ATSC Ch 2-6 modulator would already
be okay by FCC white space rules?

I thought an important part of this is that the contours of LPTV stations
are the same as those of full power stations.

I had missed this part in the FCC's "opinion and order":

"Previously, the commission required fixed TVBDs and Mode II
personal/portable TVBDs operating with 40mw or greater of power to remain
outside the protected contours for co-channel and adjacent channel TV
stations. Those TVBDs operating at lower power are permitted in the
contours."

Unless I'm misreading this, my 0.5 mW ATSC Ch 2-6 modulator would already
