[opendtv] FCC rules for digital radio

This new set of rules for digital audio broadcast:


includes a couple of interesting items:

1. Still no schedule imposed on analog radio shutoff.

2. Digital radio stations are to simulcast an analog program, and the digital stream has to be of comparable quality. (The multicast streams are presumably not included in this rule.)

3. AM can now transmit digitally even at night? That's really odd, although ambiguously worded as, "Authorizes AM nighttime operations." Some might argue that AM at night has bee allowed for many decades.
