Is this standard procedure? In this site: http://www.dtv.gov/lptv.html the FCC says: "The June 12, 2009 DTV transition deadline does not apply to low-power television stations. The FCC will determine a deadline for these stations to transition to digital at a future date." Then in this new announcement, the FCC is telling analog LPTV and translator applicants, whose application is pending, that they will be charged an extra $705 fee for changing their application to digital. Wait a minute. How can they be charged for a change that the FCC imposed after the fact? I can see if the applicant initiated the change at the 11th hour, but this seems bass ackwards to me. (Not that applicants should not have known better than trying to keep NTSC alive this way.)
