Not very helpful, FCC.
WOCK-CD is a Class A station in Chicago, Ch 4. And next door, WHBF-TV is a full
power station in Rock Island, IL, also on Ch 4.
The FCC is well aware of impulse noise issues in low VHF, not to mention long
wavelengths not always well suited to receive antennas out there, so it allowed
full power WHBF-TV to increase its power, some years back.
Also for many years, low power WOCK-TV has been asking for a UHF channel, and
been told to pound sand. This memorandum of opinion and order says that even
though the FCC acknowledges the problems with low VHF, that's not reason enough
to be requesting a UHF. (Even though, parenthetically, stations which operated
analog on low VHF were permitted to remain on UHF, after analog shut off.)
So okay, the FCC wants to avoid anyone getting back up on UHF. Why not suggest
that WOCK-CD consider increasing power? Clearly, the rules of thumb, used to
determine how much power was going to be needed for digital to operate on VHF
frequencies, were way out to lunch. The FCC attempted reductions of power,
analog to digital, ranging from -12 dB to -14 dB, which was entirely
unrealistic. If the solution for full power VHF stations was to increase power,
same should apply to low power station, no? Rather than just "deny, dismiss,
deny," as this order reads.
