Only choice? We are essentially seeing the effect of "further consolidation"
already, with this voluntary ATSC 3.0 transition, with its spectrum sharing.
The FCC has already blessed such arrangements.
Take the case of no transition underway, and further spectrum reduction. This
could happen either after the ATSC 3.0 transition ends, or after a failed
transition turns off all of the ATSC 3.0 transmitters. A further spectrum
reduction can be managed the same way: spectrum sharing. In effect, multiple
"spectrum utilities," as opposed to having a single gatekeeper "utility." Not a
viable option?
The advantage of OTA has always been, no single gatekeeper. A single tower
might help, although even there, we have full power stations Ch 33, 34, 35, and
36, in the DC market, and those stations do not share just one tower (although
they are fairly close in azimuth from where we live).
