I just read the NPRM and my head hurts!
What a mess. There are so many ways that this can be tied up for years to come,
not to mention the problematic goals the FCC has set.
Specifically, the NPRM seeks a universal box that can work with any system,
anywhere in the U.S. But it acknowledges the "weirdness" of the DBS systems,
in that they do not necessarily offer the return channels that may be needed to
implement the proposed solutions. And it allows MVPDs to continue to require
the use of hardware based solutions, which may differ from one system to
another; this raises the very real question of how complex a universal box may
need to be to work everywhere.
There is certainly plenty to dig our teeth into here.
