The questions are all over the place. The answers to many are obvious, while
some make little sense at all. But it is a good exercise for the FCC to ask the
questions and see how various industries and individuals respond.

For example, the answer to the complementing vs substituting question depends
on multiple factors. For homes where FOTA is the only service available the
broadcasters role is obvious. Substituting might apply, for example, in homes
where for economic reasons they cancelled all pay TV services. In other homes
the FOTA service may be complementary than OVD service like Netflix.

Here' another interesting example?

Do broadcast stations compare their video services to MVPD and OVD services?

There is no reasonable comparison other than FOTA vs basic/lifeline cable
service. Obviously about 85% of U.S. homes subscribe to a MVPD service, with
about 5% of these with the basic tier only. The other 80% subscribe to a MVPD
service to access content they cannot get FOTA. And Most OVD services provide
delayed VOD access to shows that aired first on the broadcast networks - a
different service that in some cases, like Hulu and the .com sites, may
substitute for FOTA broadcasts.

Frankly I do not see the broadcast stations doing much at all, other than some
references to using a DVR to time shift their programming.

To what extent do broadcast stations market themselves as substitutes for
MVPD and OVD services? What specific marketing activities have broadcast
stations used, if any, to encourage households to switch away from MVPDs and
OVDs and rely more on over-the-air services?"

Can anyone think of anything broadcasters are doing with respect to these
questions?

Here's one crucial question from the FCC. In the Internet era:

"What competitive strategies are broadcast stations using to remain important
to broadcast networks for program distribution?"

Clearly, the FCC is not assuming that retrans consent will answer that
question.

Maybe because retrans consent IS the answer to this question. Without this the
broadcast networks would probably go direct with the MVPDs.

The bit about whether OTA broadcasters are trying to get people away from
MVPD and OTT use. As of right now, there's no incentive for broadcast
stations to lure people away from MVPDs, quite the contrary.
