Given a nationwide standard to adhere to, there is no reason why today's smart 
TVs couldn't be built to be addressable for rights management, just as cable 
companies' STBs are currently addressable.

Then the tuner can be built into the TV.  No STB required, unless the consumer 
wants extra features such as DVR.

  If no STB, what instead?  I know Bert likes to use a computer for streaming 
programming, but isn't that just another form of the STB?
