If you give up "your" spectrum you get some money... If you keep using the spectrum you pay for it. Kinda like "Bait and Stick"Spectrum fees have been proposed almost every year for the last decade, but they never get any traction in Congress.
But the times they are a chang'nFrom here it looks like a giant FLUX CAPACITOR from Back to The Future 2012. Lot's of industries trying to influence the future - and a clueless bureaucracy trying to sort it all out.
