Spectrum fees have been proposed almost every year for the last decade, but they never get any traction in Congress.

But the times they are a chang'n

From here it looks like a giant FLUX CAPACITOR from Back to The Future 2012. Lot's of industries trying to influence the future - and a clueless bureaucracy trying to sort it all out.

Did someone just say "Spectrum Utility?"
