Yes, of course, one OTA station can serve 10 million customers or viewers. We just need to pack them in tighter in NYC. You weren't asking if they do, were you? Nor did you limit it explicitly to over the air service. And, it's not out of scope to consider WABC NYC (when showing ABC fare) to be serving many times that number, though interconnected affiliates. It's not out of scope to consider those affiliates to be "repeaters" of the principal station when airing network fare and spots. Indeed, it's the model of U.S. commercial broadcasting. PBS is a bit different, since there is no principal station. It's not unheard of to see NYC news promos for the principal station when somebody at the TOC and somebody else at the local station doesn't throw the right switches at the right time.
