The existing 4 or 5 MPEG-2 SD streams require 14 to 15 Mb/s. Even at 64-QAM, that leaves less than 10 Mb/s in each multiplex for HD streams. I think the best bet, to get HD on Freeview with no more spectrum, is to transition to 64-QAM and all AVC compression, and to all receivers being HD-stream-compatible. This avoids having to simulcast. That should permit transmission of two HD programs and maybe three SD programs in the same multiplex, which equals the 5 program streams they transmit now (max) in each 16-QAM multiplex.
