This article illustrates why a spectrum manager is needed, in spite of what

You are correct that ground rues are needed. The only question is who should
set them.
You are confused about the need for a spectrum manager and the role "it" should
play.
How did the radio industry manage these issues between 1922 and 1928 when the
FRC was created?
Who wrote the ground rules for the cellular microwave deployments?
And why are companies and engineers waiting now for the FCC to do something?
I'd love to hear your response.
