In the lingo, if those items across the bottom are fixed in position and motion and are seen for a significant period of time, they are called "lower thirds" or "baseballs."  If they are just there for a few seconds and move on and off, they are "swipes" (swipes need not be at or near the bottom)

As for having them on digital channels and that being ironic, welcome to FCC rules.  By the way, the rules in this area are clearly unconstitutional, since they mandate content of non-emergency (no life or limb in possible peril) broadcasts.

The NAB gave in on this point, rather than possibly delay the transition.  Probably not coincidentally, the FCC put the matter up "at the last minute" for this very reason.  Instead, they -- without science -- started an initiative against ads for sugared foods aimed at children, and extended that foolishness about protecting birds from hitting radio/tv towers.  Talk about a small target ...

I just hooked up one of the converter boxes and found that DTV awarness PSAs were running on the VegasPBS digital channel.  Now the VegasPBS digital channel is not the same sever output as the analog yet both are running awareness PSAs.  But if you are seeing the digital signal, you either have a converter box, have a newer TV, or are watching cable.  So I found it to be a little ironic.

 

Also, I noticed the informational stripes across the bottom are on both the digital signal and the analog of each station.  I would think that the information should be on the analog but absent from digital so that those that are on digital or cable reception do not see it.  But perhaps it is not easy to key the graphic on only the analog input.
