Must be doesn't mean that it was.  Weren't you paying attention to that when
it was happening?  Bush signed the Senate version, and the differences
weren't reconciled.  ISTR that he signed the Senate version twice.

To the best of my knowledge yes. By the time it gets to the president 
any differences between hose and Senate versions must be reconciled.
