It's not. I was just saying (in maybe a not so clear way) that A/V sync 
is a separate
issue than any Transport Stream buffering.

Typically, T-STD violations cause audio dropouts or momentarily frozen 
pictures.

BTW, I cut my teeth on the T-STD model when I developed the TS output for
the dual-channel MPEG-2 encoder in the Motorola DCT-6412 and DCH-6416
cable boxes. I also fully characterized the A/V sync of the encoder with 
test
patterns and an oscilloscope (which provides sub-millisecond accuracy).
