You're kidding, right?

With the IETF any member can release something to the masses and proliferate it WITHOUT approval by the IETF.

IF, and ONLY IF the MARKETPLACE decides that "it is good," the member can bring this technology to the IETF for standardization. They may need the consensus of the membership to gain standardization, but they already have the consensus of the marketplace to move forward. This is not to say that there are not some mundane things that the IETF does that work more like the ATSC, but the environment is MUCH different.

I have seen ATSC subcommittees recommend a change in the ATSC standard, only to have the ATSC Board overrule them.

Sorry Bert, but the ATSC is a VERY POOR example of how a standards group like this should be run. This is not a casual observation from an industry pundit - it is based on real-world experience working on ATSC subcommittees, and watching the power that a handful of companies have over the standard.
