To optimize a low power device, you need to optimize the antenna. So you target a narrower slice of the UHF Television band. If you want to hide the antenna inside of a device, why not choose the smallest antenna?

This makes good sense. My concern is that I often hear that the TV spectrum is ideal for broadband because of its propagation characteristics. Clearly, there are some differences.

Makes one wonder whether stations operating at the upper end of the current UHF TV bands will have an advantage over those at the lower end. We already know that VHF is a disadvantage for ALL ATSC services.

As the most likely outcome of this "spectrum grab" will be further consolidation of the TV bands, me thinks it is time for the broadcasters to start talking to one another about how to develop a viable business model in a smaller chunk of spectrum, rather than playing the old "we're an important "FREE" public service trump card. Clearly the public does not consider broadcast TV to be an important public service, even as they help subsidize "Free TV" via subscriber fees.
