The fact is, broadcasters use HD for high quality, not ED. If broadcasters use SD, it is either for the non-HD subchannels, leaving as much room as possible for the HD stream, OR it's to pack as many SD channels as possible in their 6 MHz channel. So I'm saying, in reality, the SD subchannels WILL be bit starved.
