Yes, the notion of interlaced displays was already dying by the time the ATSC standard hit the air. As Tom knows all too well, this did not stop stations from investing in a 1080i infrastructure, including playout, master control, encoders, and other gear specific to 1080i operations.

NTSC is now gone, and with it the need for fractional frame rates to deal with interference with the color subcarrier - AKA 59.94. I have not seen ANY BROADCASTER move to 24/60 FPS, or even heard a wisper that its time to leave that legacy behind.

Perhaps if broadcasters demonstrated some inclination to "get in sync" with current technical realities they might be taken more seriously. Alas, their actions suggest that they are only interested in riding this ship down as long as it is still profitable, which in turn helps those who argue it is time to recover some of the spectrum they are misusing.
