Because when the government sets regulations like this, they
tend to become both the minimum and maximum requirement.
Some manufacturers are afraid that if they make only sets
with ATSC tuners, others will make 50% sets without them,
sell them for less, and thus cut sales ... of else the first
manufacturer would have to cut price and make less profit.
They want a government security blanket.
