Two interesting possibilities here.

1. The FCC put on hold most, if not all new applications for full power stations during the transition because of the need to give each existing station 12 MHz during the transition. After the analog channels were returned the FCC was able to grant some new licenses.

2. It would be interesting to know if new stations that have received spectrum for free, will be able to exchange the spectrum for cash if the legislation authorizing the FCC to share auction proceeds becomes law.
