I've found OTA SD quality is better than LI L highly compressed by the sat companies. I figure HD LIL will have similar artifacts. However, MPEG4 might make a significant difference. OTOH, I can receive DT-OTA during storm conditions when the sat signal "fades away".

I wonder, is anyone is taking into account those of us watching ATSC using a DVR satellite receiver with an in-board OTA tuner?

I think that this would be covered under the DBS category in the CEA release, but there could be a significant percentage of these homes that also use the off-air DTV tuner in their STBs. The more important question here is how may will bother after local-into- local HD signals become available in their market?
