Why?

There is NOTHING to preclude the delivery of HD via a Freeview type 
service. USDTV is doing it now.

The key is to use the spectrum efficiently so that you can deliver a 
competitive SD multi-channel package, HD when available, and premium 
services, like cached VOD HD movies.

It's all a matter of proper system design, and a well specified, 
extensible platform to deliver services.

P.S. most of the early adopters who want HD are already subscribed to 
cable or DBS, where they have a wider choice of HD content.
