It's just a bit more complicated than that.
Dealers can sell stock that they bought before the deadline in March.
Nobody can import an analog set into the U.S., nor can, say, a
wholesaler
sell a tv set to a retailer unless it can receive digital signals.
So, not entirely smoke and mirrors, but there is smoke and there are
reflections.
