Streaming does use standards.

But the telcos ARE NOT doing what you say. They are working together
to deploy new standards, sharing spectrum with each other
With 2G and 3G, roaming was essentially out. Roaming was big in the analog
cellular era. With 4G, the different services get their own spectrum
assignments, and only allow roaming if they please. This definitely wastes
spectrum. Been over all of thias already.
We re not talking about roaming Bert. That is ancient history in the U.S.
cellular industry. We are talking about the cooperative sharing of both
infrastructure and spectrum, and the resale of cellular access services to
carriers that lease access rather than owing their own
But more to the point of the article, the term "voluntary" apparently
needs to be more precisely defined. Voluntary means voluntary. It is
voluntary for broadcasters to use ATSC 3.0, and it is voluntary for
CE vendors to build ATSC 3.0 into their products.

UNICAST. THINK! You are using a dedicated stream. Not broadcast.
It does not matter.
ATSC 3.0 will broadcast streams that are little different from OTT streams
other than the modulation layer. If there is a market, then the companies
listed above (or others) are free to develop inexpensive products to support
the standard: both built in receivers AND cheap dongles that connect to an
antenna and an HDMI input to existing TVs.
Wasted enough time rehashing what should be obvious.
