They did not use less spectrum. They used what was left after the

Are you joking? So, Craig, if the broadcasters are allocated 100 MHz less of
spectrum, they are not using less spectrum? Just how hopeless are you?
First, it was Congress that delayed the shut-off date, not Powell.
First, how would you even know, if you couldn't remember about fixed 5G
service? Secondly, it was Powell's FCC that (a) based the 85% rule not on the
overall population of TV sets, not on only the users of OTA TV, but on the
population of sets that could receive TV programming, irrespective of the
medium they connected to. And (b), it was the Powell FCC that mandated ATSC
reception be incorporated in all TVs and TV recording devices, as of March 1,
2007.
This is the only reason that by 2009, they could finally shut off NTSC OTA.
Otherwise, millions of TVs would have suddenly gone dark. ATSC 3.0 has no such
mandates, no such rules about percentages of users, no clear path to any
transition period coming to any predicable end. Who knows? Just like HD Radio,
ATSC 3.0 could stop broadcasting before the previous standard does.
Again, belaboring the obvious.
