You may be looking at this with blinders.

If you are ONLY interested in caching programs to watch on your TV, then a local PVR is probably the best solution.

If, however, you want to easily view this content on a smart phone, tablet or your computer at the office, then using the cloud as a HUB for you content makes sense. This is the direction that Apple appears to be heading, especially for media purchased from their ecosystem. Buy a song and it shows up on all of your devices - the cloud facilitates the transfer to all enabled devices.

This can extend to other forms of content as well. For example you may be reading an E-book that you downloaded to your tablet, then desire to continue reading on your phone. The cloud can synchronize across multiple devices, so that when you choose a different device it is parked where you left off...

And then there is management of photos - snap a picture and it winds up in your photo library on other devices - like your TV - along with location data to indicate when and where the picture was taken.

Apple does not assume that you store, or stream everything from the cloud - it makes the process of synchronizing content across multiple devices virtually automatic. I expect this will be viewed favorably by consumers if Apple drives deeper into the TV market, as the big screen in the family room is the most likely place where you will share content with family members and friends.
