Why not? It's no more difficult than adding a second video card and display to the PC.

Because the server identifies the device it is sending the content to; unless it is specifically instructed to send the version optimized for a TV it will likely optimize for the PC display. You may ask what should be different. For starters, small text will not be legible at TV viewing distances. And if the display is 1080i, you're in trouble; fortunately most new panel displays are 1080P.

How do you think a video card transmits a "still image" to the PC display?

The computer writes directly to a buffer in the GPU. This buffer updates the display at the desired resolution and refresh rate. In order for your ATSC dongle to refresh the TV display you will need to compress each frame as an MPEG-2 I frame in real time and send it in an MPEG-2 transport stream wrapper. The maximum refresh rate will be 60 frames a second for 720P, 30 FPS for 1080p. This is MUCH different that what is being sent to the computer display which typically has a much higher refresh rate. THis is yet another reason why the TV optimized website must be different.
