Nice guess, but not the case. I switched to the Cox broadband because it was
much faster for the same price as the crappy DSL service I had, which often ran
at less than 1 Mbps. I work with large files, including uploading HD video to
You Tube, so speed is important for more than just streaming. Apple now does
all software updates via the Internet, so this is a major consideration as well
- a Mac OS upgrade is typically more than a GB.

Netflix may consume a ton of bandwidth during prime time, but other tasks
gobble up bandwidth 24/7. And it is not just Netflix. With TV Everywhere, I can
now access content that was once available only as streams via the cord.
Comcast has moved almost all of their VOD to Internet IP delivery, and Cox is
doing the same.

Hastings is right to question the QOS for Netflix, when the MVPD/ISPs are using
broadband to do exactly the same thing. Is it a net neutrality issue when
Netflix must pay peering fees and the MVPD services via the Internet do not?

Apparently Cablevision us not doing this to Netflix.

Only you could twist this around in this manner. Guess it comes from living in
the land of Unintended consequences...
