The demodulator and packet decoder chips are the same for a 7" DTV as for
larger-screen sets. The extra stuff is the subsampling circuitry for the
small screen display. The development costs would be chump change for an IC
foundry were not the market for 7" DTVs so miniscule.

The Japanese companies are not fans of ATSC DTV receivers for a couple of
reasons I believe. First, they have a domestic OTA receiver market to serve
with little competition from out of country. Then, LG and Samsung have
commanding ATSC patent portfolios, and they can manufacture more
efficiently. The Japanese try to extract royalties from the Korean
companies, not to license from them.

The 7" receiver market has never been a large one and while you can buy NTSC
receivers for less than $50, who gives a damn about 7" ATSC receivers? The
cost of just the ATSC receiver with royalties is substantial, so why go
small screen?
