- Follow-ups:

     - Speeding the U.S. DTT transition - Senator John McCain has decided that 
communications problems during the Hurricane Katrina disaster were caused by 
the sluggish U.S. DTT transition.  He now wants unequivocal analog shutdown by 
the end of 2006:

     I disagree completely.  Communications problems during the Katrina 
disaster were caused by downed or damaged towers and antennas, broken and 
submerged equipment, severed cables, and loss of power.  No amount of spectrum 
would have helped.  A broken communications transceiver with 100 channels is no 
more useful than a broken one with only one.
     McCain has previously also tied 9/11 communications problems to the 
transition speed.  Again, I disagree.  The 9/11 Commission Report notes that 
the Port Authority Police radios had 16 times more channels than what they 
used.  It notes that perhaps the biggest problem was that a fire-department 
communications repeater installed after the 1993 attack was not activated 
properly.  Speeding the transition will do nothing to solve either problem, but 
it could certainly endanger lives.
     DTT penetration in the U.S. is currently extremely low.  Some 30 million 
TVs of all types (analog and digital) were sold to U.S. dealers last year, but 
there are over 110 million U.S. households.  So, if every TV sold starting in 
January is digital, and each sale goes to a different household, then all U.S. 
households will be equipped with DTT by 2010, three years after Senator McCain 
wants analog TV shut down.
     Given that 5/8 of Americans prefer to get their local news via TV, that 
hurricane weather can knock out satellite and cable, that there are analog 
battery-operated TVs (sold for under $20) but no digital ones, and that the 
urban poor most affected by Katrina in New Orleans would be most likely to lose 
TV in a rapid DTT transition, Senator McCain's call for analog shutdown by 2007 
seems to me more likely to endanger lives than to protect them.  How much worse 
would the Katrina disaster have been if the urban poor didn't know a storm was 
coming?

National Association of Broadcasters (NAB) updated their lists this week (the

          - Doug Lung's RF Report says there were 768 licensed U.S. DTT 
stations in the FCC's CDBS database as of September 11:

- The Government Accountability Office (GAO) has submitted a report, "Digital 
Television Transition: Issues Related to an Information Campaign Regarding the 
Transition," to members of the House Commerce Committee.  Among the findings 
are that consumers don't know the difference between DTT and HDTV and don't 
understand that analog TV broadcasts won't still be available after the 
transition:

- Also in Congress, DTT "adapter" prototypes from LG, Motorola, Thomson, and 
Zoran were demonstrated.  When production units are available, they're supposed 
to cost about $50 within a couple of years.  All reportedly worked with 
antennas by the window:

     A number of such adapters have worked in my apartment with an antenna by 
the window, but only one has worked with a set-top antenna about five feet into 
the room (where I get analog TV on rabbit ears well).  It's the LG 
5th-generation prototype, the technology of which was publicly demonstrated by 
April 2003 but which is not yet for sale to the public.  FYI, non-LG boxes 
using the LG 5th-generation chip have worked with window antennas but not 
set-top antennas.

- International H/DTV news: 

     - The UK DTT transition timetable starting in 2008 and ending in 2012 is 
now official, putting to rest rumors that it would be postponed due to the 
Olympic Games.  Currently 73% of UK households reportedly have access to all 
DTT and a fifth cannot get even five channels.  The elderly and disabled and 
those receiving government income assistance will get funding for their access 
to digital TV from license fees, but that could be DTT, digital satellite, 
digital cable, or perhaps even IPTV:

     - UK regulator Ofcom's latest quarterly update offers the following:
          - By the end of June, 63% of UK households (15,715,178) had some form 
of digital TV.  With analog cable added, 65.8% had multichannel TV.
          - Although more than 700,000 Freeview DTT set-top boxes and 
integrated digital TVs (IDTVs) were sold in the quarter, Freeview households 
increased by only 118,000 (to 5,178,000), indicating a substantial number of 
receivers used for multiple TVs in a household (Ofcom says 30%).  Even so, 
Freeview grew substantially more than did BSkyB satellite.  There were also an

     - TPS broadcast a short HDTV demo movie on Tuesday on DTT from the Eiffel 
tower transmitter with 11 Mbps H.264 coding.  Quality was reportedly no 
different from a satellite MPEG-2 simulcast at 18 Mbps:

- Based on figures from CEA (which were recently revised), sales to U.S. 
dealers of non-H/DTV television sets for the first 34 weeks of 2005 were down 
12.1% from the same period in 2004; my ten-week running average was down 24.8%.
     Sales of so-called "Digital Televisions" to U.S. dealers for the 34th week 
were 128,613 units and for the first 34 weeks 2,540,828 (compared to 12,437,523 
for sets not called "digital" by CEA).
     Strangely, CEA issued a press release today (it's not yet on their web 
site, saying "3.8 million DTV products" had been sold in the first six months 
of this year.  I don't know how to reconcile that with CEA's 2.5 million figure 
for the first 34 weeks.  I've asked for clarification.  Maybe its LCD and 
plasma TVs making up the difference.
     "Digital Televisions" (most of which are HDTV displays without 
DTT-reception capability) accounted for about 17% of the TVs (not counting 
plasma or direct-view LCD) sold to U.S. dealers through the 34th week this 
year.  It may be worth noting here what that means.  About 83% of the 
non-plasma, non-direct-view-LCD TVs sold through the 34th week this year were 
still plain non-H/DTV direct-view TVs with picture tubes.  The last time CEA 
released numbers allowing the LCD and plasma TVs to be included, they raised 
the "digital" percentage to about 25%; I suspect it is higher now.
     To qualify to CEA as a "Digital Television," a display need only be 
capable of dealing with at least 480p; it need not be capable of either 
receiving digital signals or displaying them.  Devices actually capable of 
receiving DTT signals are still a small fraction of those numbers.


- Ads for set-top DTT receivers:  I'm aware of only the DirecTV units at Best 
Buy, Good Guys, and Video & Audio Center.

- DVD news:  According to CEA's revised figures, sales of DVD players to U.S. 
dealers for the first 34 weeks of 2005 were down 21.8% from the same period in 
2004; my ten-week running average was down 16%.  DVD sales actually increased 
in the 34th week relative to the same week last year.  VCR sales were down 
41.6% for the first 34 weeks.
