Here are some very efficient (low-administrative-cost) relief
organizations (all have four-star ratings from CharityNavigator.org):

- Follow-ups:

     - European analog cut-off - Here's a URL to the document (sorry -- TinyURL
wouldn't shrink it):
<http://europa.eu.int/information_society/topics/ecomm/doc/useful_information/library/communic_reports/switchover/com_en_final.pdf>

     - Telco video service - Verizon reportedly launched its FiOS service in
Keller, Texas last week. The full story requires a paid subscription:
<http://www.multichannel.com/article/CA604131.html?display=Breaking+News>

     - Blu-Ray and HD DVD -
          - Warren Communications News reported Friday that the individual
"positions harden" making a "format war increasingly likely." The story is no
longer on their site:
<http://www.warren-news.com/>
          - Top Tech News reported at almost the same time, however, that the
door to a common system was still open:
<http://tinyurl.com/9gxkb>
          - Warren Communication News reported today that a vote at the DVD
Forum Steering Committee "splits along party lines." On Friday, they said
Panasonic & Sony were boycotting the meeting.

     - The House Hearing on a hard analog cutoff -
          - Here's a URL to what appears to have been the staff draft
legislation:
<http://communitybroadcasters.com/DTV_Discussion_Draft.pdf>
          - I listened to the webcast and found it fascinating. It doesn't
seem to be available as a file, but keep checking the following URL, and maybe
a transcript or sound file will show up:
<http://tinyurl.com/bs4ve>
What I liked was that most of the witnesses didn't seem to be just
spouting PR. Certainly, they had their positions, but they seemed to be trying
to tweak the draft into something they could live with.
A big exception was Consumer Electronics Association (CEA) president Gary
Shapiro, whose tone of voice, alone, was enough to distinguish him from the
others. He said, "the U.S. leads the world" in the digital-TV transition
(despite all evidence to the contrary), and, as usual, he bandied about figures
on "DTV" products, which don't necessarily have the capability to receive DTT
broadcasts (most don't) or even to display HDTV. In fact, those "digital
television" units need not have anything more digital in them than any
non-"digital" units. He also offered figures for households relying on off-air
reception by combining cable and satellite subscriber figures. But many of
those satellite subscribers still use off-air reception for their local
broadcast stations.
The question period was also very interesting to me. Some of the
Representatives on the committee seemed to do a better job of making some cases
than the witnesses did. The emergency-services witness denounced broadcasters
in his testimony but under questioning was much friendlier to them. His ire
seems to have hinged on a semantic issue. Once it was clarified that he
objected primarily to broadcasters being called "first responders," he
acknowledged a good partnership between broadcasters and emergency-service
providers.
Here are some stories that have come out on the hearing:

          - In related news, yet another organization has been formed, the
Coalition for a Smart Digital TV Transition, comprising the CBS, Fox, and NBC
affiliates, three unions (at least two of which have many members working in TV
broadcasting), the Alliance for Rural Television, the Hispanic Technology &
Telecommunications Partnership, and the National Consumers League. Its three
main points are compensation to low-income Americans for DTT converters, cable
multicast must-carry, and cable analog and digital carriage:

          - Also in related news, Leichtman Research says only 5% of U.S. TVs
(not households) are digital, fewer than 2% get HD programming, and only about
1% of households have only digital TVs (whatever "digital TVs" may mean in this
case). The story was reported in Broadcasting & Cable. The full text requires
a paid subscription. I haven't yet found it on the Leichtman site:

     - May 1 -
          - Neither the Federal Communications Commission (FCC) nor the NAB
updated their lists this week. That means the FCC has missed the month of May
entirely.

FCC CDBS database as of May 22:

- I attended the CableLabs briefing last week:
     - Even the speakers found it noteworthy that video was the last thing
discussed, after high-speed data and telephony.
     - In high-speed data, they're moving rapidly towards symmetrical 100 Mbps
service (per subscriber!), with possibilities of higher rates by bonding more
channels.
     - In telephony, the big move seems to be towards wireless, with phones
that can move smoothly from Bluetooth or Wi-Fi in the home to mobile
technologies outside it.
     - In video, there were two main developments:
          - There is strong consideration of "switched broadcasting" instead of
tuning.
          - There is also work afoot on downloadable security instead of the
CableCARD. According to Mark Coblitz, senior vp of strategic planning at
Comcast, "It is cheaper for the manufacturer to use downloadable security than
even the [CableCARD] connector." It also uses a fraction of the power, is more
secure, is simpler for consumers, and preserves all cable and
consumer-electronics features. When will it be here? "It won't be in 2005,"
but it will be reported to the FCC by November. Will it be free to consumers?
There could be an "access fee."
There are now about 40,000 CableCARDs deployed nationwide, about 5000 in
Time Warner systems. By contrast, Time Warner already has over half-a-million
cable telephony customers.
     - Other video tidbit: They're considering both AVC and VC-1.

- Reports from the Society for Information Display (SID) convention:
     - Peter Putman says:
"(1) Samsung showed both their 82-inch LCD monitor (which had brightness
uniformity/banding problems) and their 102-inch plasma (looked much better).
"(2) Samsung also showed a 40-inch AM-OLED screen and is partnering with DuPont
on OLED products and processes.
"(3) LG Philips had a display showing unique ways to combine LEDs and cold
cathode fluorescent lamps (CCFLs) for improved color rendering, lower power
consumption, and higher brightness levels.
"(4) LG Philips also showed new 37-inch, 42-inch, and 47-inch 1920x1080 pixel
TFT LCD arrays, suitable for monitors or TVs.
"(5) Samsung had a pocket DLP projector (800x600) running with LumiLEDS LED
illumination.
"(6) Philips showed their Aptura lighting technology which improves black
levels. The backlight source is modulated according to scene brightness. Color
rendering is also improved.
"(7) Numerous TFT LCD polarizing films were shown that greatly improve off-axis
viewing of TFT LCD displays; one demo was as good as any CRT or plasma display
in terms of wide viewing angles, on-axis and off-axis.
"(8) LG Philips had demonstrations of pulsed backlights and black frame
insertion to solve the LCD motion 'smear' problem. They both worked very well.
"(9) Osram had an enormous white LED backlight that lit up half the aisle near
their booth. You really needed sunglasses to see it, it hurt my eyes!
"(10) Brillian showed their 67-inch 1920x1080 LCoS TV, they are still looking
for an OEM partner and also had to borrow $4M just to stay in business this
quarter.
"(11) Toshiba and Canon finally showed up to present two papers on SED
technology. They are still shooting for the 36-inch category, despite what was
said at CES. It is the battle line between plasma and LCD right now. iFire
also had a 37-inch FED which they showed privately, aimed at the same market.
"(12) Attendance was well over 6,000 this year."

     - Here's a related story from Computerworld on NHK display developments:
<http://tinyurl.com/cvlg8>
I caution everyone that only a very tiny fraction of what gets reported at
SID ever makes it to the market.

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets
for the first 18 weeks of 2005 were down 8.9% from the same period in 2004; my
ten-week running average was down 4.3%. For the first 19 weeks, non-HDTV
factory sales were down 7.6%; my ten-week running average was down 5.9%.
Sales of so-called "Digital Televisions" to U.S. dealers for the 18th week
were 67,777 units, for the 19th week 71,794 units, and for the first 19 weeks
1,420,522.
"Digital Televisions" (most of which are HDTV displays without
DTT-reception capability) accounted for about 16.2% of the TVs (not counting
plasma or direct-view LCD) sold to U.S. dealers through the 18th week this year
and 16.1% through the 19th week. It may be worth noting here what that means.
About 84% of the non-plasma, non-direct-view-LCD TVs sold through the 19th week
this year were still plain non-H/DTV direct-view TVs with picture tubes. The
last time CEA released numbers allowing the LCD and plasma TVs to be included,
they raised the "digital" percentage to about 25%; I suspect it is higher now.
To qualify to CEA as a "Digital Television," a display need only be
capable of dealing with at least 480p; it need not be capable of either
receiving digital signals or displaying them. Devices actually capable of
receiving DTT signals are still a small fraction of those numbers.
