     Here are some very efficient (low-administrative-cost) relief
organizations (all have four-star ratings from CharityNavigator.org):

- Follow-ups:

     - The "consent agenda" - It was passed at Thursday's Federal
Communications Commission (FCC) meeting. As a partial result, 40 commercial
stations and 45 non-commercial stations were given another six months to
construct their DTT facilities. One of the commercial stations and two of the
non-commercial stations were also admonished for not taking sufficient action
to get their DTT operations going:

     - Voom -
          - Cablevision has given Voom a reprieve at least until the end of the
month. That gives the Dolans who want to keep it going some time to raise the
necessary cash. Meanwhile, Cablevision will not have to pay any costs beyond
those it would have taken to shut down the service:

     This story is from the Associated Press via the San Jose Mercury News:
<http://tinyurl.com/6c84d>
          - Cablevision chair Charles ("Chuck") Dolan is putting up $10 million
in operational costs. The first URL is from Newsday; the second is Reuters via
Yahoo:
<http://tinyurl.com/5ep5q>
<http://tinyurl.com/49fd2>
          - Meanwhile, aside from Cablevision, the Dolans, and Voom
subscribers, there's another party involved. Cablevision had already sold many
Voom assets to EchoStar, pending FCC approval:
<http://www.denverpost.com/Stories/0,1413,36~33~2750144,00.html>
     EchoStar is having its own problems, based on two recent rulings, and
might want the cash back:
<http://www.denverpost.com/Stories/0,1413,36~33~2756297,00.html>
          - Warren Communications News reported Friday that Brandsmart "dials
down Voom promotions" based on the uncertainty. The story is no longer on
their site:
<http://www.warren-news.com/>
          - New Cablevision board member John Malone reportedly said today he
wouldn't try to launch a third satellite service (after DirecTV and EchoStar)
with his money:
<http://www.tvweek.com/news.cms?newsId=7450>
          - Voom's latest promotional package deal offers installation of up to
three receivers for $1 total, with fees of $5/receiver/month with a six-month
commitment to programming (the lowest-cost programming package is $49.90/month):
<http://tinyurl.com/5yo2r>
          - In related news, Starz will be shutting down its Encore HD channel
at the end of the month:
<http://www.satelliteguys.us/showthread.php?t=56047>
     According to Multichannel News, Voom was the only outlet for it. The full
story requires a paid subscription:

     - Integrated (navigation and security) cable set-top boxes - Outgoing FCC
chair Michael Powell reportedly leaned towards granting another year on the
deadline for banning their use:
<http://www.twice.com/article/CA509571?display=Breaking+News>

     - House Telecommunications Subcommittee hearing -
          - Thomson's Dave Arland said RCA would be introducing a
(standard-definition) integrated 27-inch DTT set later this year for under $300
and, pending the establishment of a firm cut-off date, a set-top DTT
receiver/decoder for $125.
<http://216.119.85.157/thomson/031005.html>
     - Broadcasting & Cable reported that Radio Shack CEO Leonard Roberts said
his chain could offer a DTT set-top receiver/decoder in the range of $67 if
there were a hard cut-off date. The full story requires a paid subscription:
<http://tinyurl.com/4zoqj>
          - American Association of Retired Persons (AARP) board member Lavada
DeSalles and Hispanic Technology and Telecommunications Partnership founder
Manuel Mirabal called for subsidies for those boxes, an "unavoidable price of
the digital conversion," as Mirabal put it:
<http://www.tvweek.com/news.cms?newsId=7431>
          - It reportedly took some scrambling for the Thomson "contingent" to
restore digital reception when a reporter moved the antenna placed on a
windowsill:
<http://www.tvtechnology.com/dailynews/one.php?id=2812>
          - Mediaweek reports that sentiments in Congress make it seem unlikely
there will be any hard cutoff bill passed:

     - July 1 -
          - This week I've listed 182 advertised TVs 36-inch or larger (and I
haven't been home to go through all the New York free-tabloid ads). Of those,
41 (23%) have integrated DTT-reception capability.  Perhaps it's inventory
clearance.

are HD and/or widescreen.

          - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.

     - May 1 -
          - The FCC has updated its lists. 1680 stations (called 97.6%) have
been granted DTT construction permits or licenses, and 1491 are on the air at
some power level for some amount of time:
<http://www.fcc.gov/mb/video/files/dtvsum.html>
               - There has been no change in the 40 top-10 market ABC, CBS,
Fox, and NBC stations due on the air May 1, 1999; 38 are fully licensed, and
two are operating on temporary authority:
<http://www.fcc.gov/mb/video/files/dtvstat.html>
               - There has, similarly, been no change in the 79 of those
stations in markets 11-30 that were due on the air November 1, 1999; 72 are
fully licensed, and seven are on temporary authority:
<http://www.fcc.gov/mb/video/files/dtvstat11.html>
               - This chart shows 86.6% of stations "on the air." But of
commercial stations due on the air May 1, 2002, only 362 (34%) are either fully
licensed or operating on program-test authority; the other 697 are operating on
temporary authority at low power. With the non-commercial stations (all due on
the air on May 1, 2003), it's the other way around; 210 (67%) are fully
licensed or on program-test authority, and only 103 are operating on temporary
authority:
<http://www.fcc.gov/mb/video/files/dtvonairsum.html>
               - This URL should take you to the list of 682 U.S. DTT stations
either fully licensed or operating on program-test authority (I haven't been
able to get it to display properly for me):
<http://www.fcc.gov/mb/video/files/dtvonair.html>
               - This one should take you to the list of 809 U.S. DTT stations
operating at low power on temporary authority:
<http://www.fcc.gov/mb/video/files/dtvstas.html>
          - The official National Association of Broadcasters (NAB) list still
has just 1373 stations:
<http://www.nab.org/Newsroom/issues/digitaltv/DTVStations.asp>
But the NAB's March issue of "Destination Digital TV" lists the FCC's 1491:
<http://www.nab.org/newsroom/issues/digitaltv/DDTV/0305.pdf>

- CED has a story on cable's migration from analog to digital. It might be
worth noting, when Radio Shack (and, previously, Motorola) predict prices of
$67 for DTT set-top boxes, that the cable industry has been unable to achieve
such price points for presumably easier-to-receive digital-cable set-top boxes:
<http://tinyurl.com/5ejsp>

- The FCC has listed the members of its Consumer Advisory Committee. The first
meeting will be April 29:
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-05-549A1.pdf>

- International H/DTV news:

     - Advanced-television.com reports Spain's conservative opposition party,
Partido Popular, and private broadcasters Antena 3 and Tele 5 have asked the
government to speed the analog cut-off to 2008 instead of 2010 (it was
originally to be 2012:
<http://tinyurl.com/6nfq5>

     - IOL reports on plans for DTT in South Africa:
<http://tinyurl.com/5ydw8>

- Apple is throwing its support to the Blu-ray format. This story is from
Business Week:
http://tinyurl.com/479ep

- Warren Communications News reported Wednesday that inventories for DLP-based
projection TVs have grown to a seven-to-eight-week supply. The story is no
longer on their site:
<http://www.warren-news.com/>

- Mike Vitelli, senior vp of Best Buy, said, "There is no doubt there are
higher return rates on HD sets than analog televisions." He added, "It should
almost be illegal to buy an HD set unless you can prove you have HD service."
The story was reported by Cnet's news.com:
<http://tinyurl.com/5494l>

- In its first release of any figure related to DTT reception since February 23
of last year, the Consumer Electronics Association (CEA) reported March 10 that
"more than one million" digital-cable-ready TVs (each of which is supposed to
have DTT-reception capability) were sold in 2004:
<http://www.twice.com/article/CA509959?display=Breaking+News>

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets
for the first seven weeks of 2005 were down 15.5% from the same period in 2004.
 I think those figures are pretty useless; give them some time. My ten-week
running average was down 14.5%.
     Sales of so-called "Digital Televisions" to U.S. dealers for the seventh
week were 80,689 units and for the first six weeks 485,104.
     "Digital Televisions" (most of which are HDTV displays without
DTT-reception capability) accounted for about 16.6% of the TVs (not counting
plasma or direct-view LCD) sold to U.S. dealers through the seventh week this
year. It may be worth noting here what that means. About 84% of the
non-plasma, non-direct-view-LCD TVs sold through the seventh week this year
were still plain non-H/DTV direct-view TVs with picture tubes.
     To qualify to CEA as a "Digital Television," a display need only be
capable of dealing with at least 480p; it need not be capable of either
receiving digital signals or displaying them. Devices actually capable of
receiving DTT signals are still a small fraction of those numbers.

- Ads for set-top DTT receivers: It was a banner week! I'm aware of ads at
three retailers for two models each, all related to DirecTV.

- Ad confusions: Circuit City advertised the Sony computer monitors MFMHT75W
and MFMHT95 as having "a built-in HD-ready TV tuner" but noted them as merely
"HD Ready." The Sony web site says the tuners are analog only.

- The ads - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.

- DVD news:

     - According to CEA, sales of DVD players to U.S. dealers for the first
seven weeks of 2005 were down 44.7% from the same period in 2004. I think that
figures are pretty useless; give them time. My ten-week running average was
down 44.7%. VCR sales were down 41.9%. I think this is the first time DVD
sales dropped more precipitously than VCR.

     - The latest Hollywood horror story: Peerflix gets users to trade DVDs at
$1/trade:

     This Cnet news.com story indicates they won't be alone for long:

     - This might not be fresh news, but this weekend was the first time I was
somewhere to notice these ads (which don't appear in the New York Times or the
free New York tabloids). Both the CVS and Walgreens drugstore chains are
carrying DVD+R and DVD-R media. Walgreens also had DVD-RW.

- PVR news: TiVo added 1.7 million subscribers in its last fiscal year (1.2
million DirecTV), bringing them over three million but driving them deeper into
the red:

- Here's a slide show on one view of the difference between "IPTV" and "the
Internet of Video":

- According to a Kaiser Family Foundation study, although children and
teenagers are surfing the web and playing videogames more, they are not
watching television any less, and TV remains their number-one media activity by
far (three times as much as all computer time combined). The full story
