     - The magic 85% - Although many people seem to be rushing to find =

for the DTT-programming penetration figure in the Balanced Budget Act of
1997 to be met, today FCC Media Bureau chief Ken Ferree sent a letter
denying KJLA the right to shut down its analog operation early to save
money.  Among the reasons for the denial were these fascinating =
sentences:
     "You submit documentation from Nielsen research that purports to =
show
that 0.25% of the station's analog viewers receive the station via
over-the-air viewing.  While you did not supply the exact number of =
station
viewers, we find that in a market the size of Los Angeles, the loss of
analog over-the-air service to even 0.25% of a station's audience could
result in the disenfranchisement of a significant number of persons."=20
0.25% is a lot less than 15%:

I did a little research.
Perhaps the KJLA denial is because it is a source of Hispanic =
programimng,
and not so much because of the Neilsen figures.

It should also be noted that according to a note found at=20
http://www.r-vcr.com/~television/DMA.htmin=20
the LA DMA, Los Angeles (DMA #2) has 19=20
commercial and 4 non-commercial TVs for 5,303,490 TVHH.


The LA DMA probably has 600 to 750 Neilsen samples, either meters or =
diaries, so taking 750
as a probable number of samples, each one represents just over 7000 HH.

0.0025 [1/4 of 1%] of the LA TVHH =3D 13259 or about two Neilsen =
samples.

I think it's possible for there to be some inaccuracy in the reporting =
of those samples,=20
and therefore likely that the 0.0025 figure is not correct.
