Hmmmmmm... Maybe there's a product hiding in here somewhere. Imagine an algorithm that looks at average spectral content, then decides on the best "envelope" to stuff the content into to maximize coding efficiency. Obviously there would be some overlapping variables; you might get similar results at different raster sizes. Forcing the use of a few containers with inherently scalable coding systems like MPEG makes little sense.
