Actually, in most cases there are a variety of issues that force this 
"mini utility". Lack of FCC permitting (Canada border issues) is 
frequently the case (I note the location of your examples), lack of 
vertical real estate (as in towers :-) for a variety of reasons, lack of 
facility space, and the list goes on. This is NOT the usual for a 
variety of complex business reasons. It is simply a way to get you their 
content OTA DTV.
