It was the uptake of DTV in general, not DTT. No one seems interested in DTV period, in Korea. Check out what they say about content on TV over there. That might be part of the reason. I agree that Feb 18 2009 could be a wakeup call, but only if broadcasters don't begin a big advertizing campaign. Integrated sets work quite well, by all accounts and as evidenced by the lack of complaints in the press. The NAB has its Thomson and LG STBs due in by September, so hopefully they will work as well as integrated sets' receivers seem to. You'll note that so far, only Germany has had the guts to shut off analog TV anywhere within their borders. Everyone else keeps putting it off. I'm also looking forward to see whether the ubiquitous DVD recorders available in stores today will incorporate the mandatory ATSC receiver by 1 March of 2007, as they're supposed to do. And whether that receiver will be like those of integrated TVs.
