An alternative scenario:

TV-set manufacturers compete.  The ads I note every week include many 
27-inch TV sets for under $200 and at least one 25-inch for under $100.

So, if DTT reception currently adds $100 to the price of a set (Zenith's 
figure, not mine), the cost of those TVs increases anywhere from 50% to 
over 100%.  If some manufacturers do it and even just one doesn't, then 
those who do it are at a severe competitive disadvantage to those who don't.

If there's a mandate, then everyone's in the same boat.
