Add a debugging command to indicate if player is on a floor or another actor

Some further testing with the test map shows that when the player is underneath
the low bridge things, the player has the MF2_ONMOBJ flag set for his actor. 
Normally this indicates that the player is ON TOP of the bridge thing, however
in this case the player clearly is not on top.

Also of note is that the player's floorz value is correct (-128) but the z
position is not (-144).

I have attached a simple patch that adds a debugging console command 'onfloor',
which will display information regarding whether the player is on the floor and
if they are currently on top of another actor.
