Just for clarification on the Future Ready Oregon Reporting.... When you say ...
For the components of Future Ready Oregon that affect community colleges
(career pathways and credit for prior learning), we are planning both for this
year's submission to use current methods and for eventual submission into
regular D4A collections.
Do you mean you will use what we are already reporting to D4A and the Career
Pathways data we report to Kelly Zwick? Given the information which came out
in the budget application included a quarterly submission due date for the next
academic year, am I correct in assuming we will not need to report what we
already report more frequently. For example, the yearly Career Pathways
collection which get's reporting to Kelly we don't need to report it by the
additional due dates until the NEXT academic year starting on July 1, 2023
(i.e., 2023-24).
I know some others will have the same question, so I'm copying OCCCIR to loop
anyone in.

I know most of you are gearing up for the end of spring term. Congratulations
on another year, and thank you for all the work you have done and continue to
do in the midst of a pandemic. I am writing to call your attention to three
items.
First, an update on the Census Postsecondary Employment Outcomes
(PSEO)<https://lehd.ces.census.gov/data/pseo_experimental.html> work.
As we reported to you last year, we entered into an agreement with the Census
Bureau to track employment and earnings outcomes of Oregon graduates across the
country. These data will supplement the employment and earnings outcomes for
Oregon that we report now and will continue to report for each institution's
graduates. The PSEO is a pilot program that the Census Bureau is working to
make permanent, and Oregon is one of 21 states who are participating thus far.
The data show job placement and earnings outcomes for each community college
and public university by program of study (CIP), level of credential earned
(e.g., certificate or associate degree), years since graduation (1, 5, 10), and
cohort. The outcomes also include job placement into industry and geographic
region for each institution, program of study, and level of credential.
The draft data for the first round of results are now available, and we want to
share them with you. These data are embargoed, and I ask you not to share them
beyond your immediate staff right now. I will email presidents (and university
provosts) on Monday, with you cc'd, to share this as well. I am emailing only
you today to give you an opportunity to look at the data ahead of time and be
more prepared if they look to you with questions. We have vetted the data for
accuracy (e.g., examining outliers, comparing them to our Oregon earnings
outcomes) and have found no errors. We are putting together a fact sheet
explaining the PSEO and will include it with the email to the presidents. The
data are scheduled to be published publicly on the PSEO website on June 30. The

Second, an update on Future Ready Oregon.
The Governor's Office and our office have convened a cross-sector group of
people contributing to the data and reporting requirements of Future Ready
Oregon. This group includes representatives from the community colleges, the
Local Workforce Development Boards, the Bureau of Labor and Industries, the
Youth Development Division, the Employment Department, the State's Enterprise
Information Services (IT), the Department of Human Services, and the Governor's
Office and HECC. The community colleges are represented in this work by Bill
Jennings (Klamath), Laura Massey (PCC), and Justin Smith (Linn-Benton, Blue
Mountain, Columbia Gorge, and Oregon Coast). This group met first on May 20 and
will meet again near the end of June to keep these many partners in
conversation as data collection and reporting develop. In addition, our office
will continue to bring information back to OCCCIR.
For the components of Future Ready Oregon that affect community colleges
(career pathways and credit for prior learning), we are planning both for this
year's submission to use current methods and for eventual submission into
regular D4A collections. I know some questions came up at the last OCCCIR
meeting regarding employment-related outcomes for participants, including job
placement, wages, and health and retirement benefits. The HECC will derive job
placement and wage outcomes for all participants for whom we receive social
security numbers through data matches with the Oregon Employment Department.
Because Employment Dept data do not include self-employment or health and
retirement benefits, we are exploring multiple options for gathering these
data, including contacting participants, drawing on existing data of
industry-specific benefit rates, and using multiple methods. We do see benefits
to a centralized (i.e., State) approach to obtaining these outcomes, which I
understand also came up at OCCCIR. We will keep you apprised in the coming
weeks and months about this and all of the data and reporting.
Third, an update on the upcoming student parent data collection.

(2021), which directs the HECC, in consultation with Oregon's public
postsecondary institutions, to design question(s) that identify whether a
student is a parent, a person acting as a parent, or a legal guardian. Once
finalized, the question(s) are to be asked of all students on an annual basis
in all public postsecondary institutions of education (excluding continuing
education students) beginning in 2022-2023. (We realize that timeline is
dependent on the data actually being in institutions' student information
systems.) Our office has conducted significant engagement to design these
questions, talking with support staff, researchers, and advocates who work with
student parents; with diversity, equity, and inclusion leaders; and with
institutional registrars. We want to invite your feedback as well. Attached is
a document with the draft questions, as well as an overview of the legislation
