Shanda and fellow OCCCIR colleagues,
Given the lift of programming a pop up form to collect and store this
information (along with other information related to FRO), I took a bit of time
to run some numbers comparing term based sample sizes of a form (assuming 100%
response rate to the form) as compared to calculating parental status of a
student’s ISIR/FASFA data. I assume this would be focuses specifically on
Credit students, rather than non-credit focused students as even if we put the
form out there they won’t respond. For example our SBDC students never are in
our data system. They register through the state system and we hand enter them
into RogueNet. We can send them a link to the form to fill out, but I double
they will. I have a feeling this will be the same for our Dual Credit students.
As you can see below dependent on the term about 20%-65% of students are
sampled with an annual form per the requirement of this rule. In all cases,
more students are sampled via FASFA than an annual form. While this doesn’t
answer the exact questions outlined here (age group of dependents
specifically), it likely provides a more representative sample with
significantly less response bias (as not 100% of students will answer the
questions on the forms).

I will continue to monitor our response rates and response bias based upon the
ISIR data-- especially given the level of survey fatigue our students have with
all the other survey’s we are required to do. If we are lucky, we might get a
30% response rate.
Has anyone else looked at sample sizes/response rates of the annual pop up
enrollment forms?

Thank you for contributing your expertise and time to identifying student
parents and students serving as parents in Oregon’s public universities and
community colleges. The Higher Education Coordinating Commission will be
meeting on Thursday, August 11. Toward the end of the meeting, they will be
deciding whether to adopt the temporary rule regarding the collection and
reporting of data on student parents.
In order for a permanent rule to be adopted, it must go through a more
lengthier process and, as you know, time is of the essence with fall quarter
starting so soon. Therefore, we are asking the Commission to adopt the
temporary rule while we go through the process of making the rule permanent.
Part of the lengthier process is to gather feedback from constituents regarding
the rule, so you will likely be contacted again to review the proposed
permanent rule. I don’t anticipate major revisions between the temporary and
permanent rule.
Attached you find the proposed temporary rule and the agenda for August 11.
You will see it is agenda item 10.2.
